Combating record unemployment, the Council and its affiliates negotiated with state and local officials for historic Project Labor Agreements for billions of dollars in work. The Trades also teamed with private developers to streamline major projects such as Farmers Field. In the home stretch of planning for the greenest rail yard in the United States, billionaire investor Warren Buffett’s Burlington Northern Santa Fe Railway company has finalized a Project Labor Agreement with the Los Angeles/Orange Counties Building and Construction Trades Council for a $500 million facility at the Port of Los Angeles.
Taking action to move forward on the creation of thousands of Building Trades jobs, Governor Edmund G. Brown Jr. signed legislation Sept. 27 to streamline environmental review for key construction projects including the Farmers Field stadium in downtown Los Angeles.

On Aug. 15 the California Energy Commission approved construction for the $950 million Palmdale Hybrid Power Plant. Now that the CEC has provided the permit, proponents look for the economy to pick up so deals can be made with electricity companies and construction can start.
