Work has just begun to upgrade the BP refinery in Carson, CA. The underground systems, including piping, electrical and industrial drain will be the first to be installed.

Approximately 150 Craftsmen and women from the Building Trades will be working on this $40 million project including Pipefitters’ (#250), Electricians (#11), Iron Workers (#433 and #416), Boilermakers (#92), Operating Engineers (#12), Laborers (#802), and Cement Masons’ (#500).

It will take all of their skills and experience to see that the project follows the schedule that has been outlined by ARB Inc. for the refinery owners.
The refinery is located on more than 630 acres of land and currently supplies approximately 25 percent of the Los Angeles gasoline market. This is the first phase in a multi-phase project that will eventually cost $150 million.

The scope of work on this project will include site preparation, excavation, soil export and import, piles, form work, rebar work, concrete placement, structural steel erection, plate work erection, piping systems, electrical and instrumentation.

BP purchased the former ARCO refinery five years ago and have been upgrading many of the “units” in the plant to modernize its operations and to comply with changing environmental regulations set by the Air Quality Management District (AQMD). The AQMD sets emission standards for refineries and other “stationary” sources of emissions in order to control air pollution.

This is the first time our members will be working on the Carson plant and will  be a great opportunity for our members to demonstrate the benefits of using a highly skilled Union work force. “We are looking forward in working with the Contractors and the Refinery owner to perform more of the Industrial Work that has been ongoing there for a number of years,” said Richard Slawson, Executive Director of the LA/Orange County Building and Construction Trades Council.  “This refinery is an important part of the industrial infrastructure of Southern California. It is great to see our members playing such a vital role in upgrading this major facility.” The General Contractor on the job, ARB Inc has been in business for 60 years. They specialize in the construction and maintenance of industrial facilities and pipelines.
